“反恐法”counter terrorism law或anti-terrorism law，中国外交部发言人表示，实施反恐法对打击恐怖主义和信息泄露（combat terrorism and information leaks）是非常必要的。

发言人称，中方一向坚决反对利用信息技术优势（information technology advantages）或利用提供信息技术产品的便利条件实施网络监控（cyber surveillance）。中国很有可能要求国内外信息技术供应商（domestic and overseas information technology vendors ）上交重要信息如，加密密匙（encryption keys）, 软件源代码（software source codes）等。
